UAE Releases Service Provider Accreditation Requirements for Upcoming E-Invoicing Model

As part of the UAE Ministry of Finance's initiative to implement the 5-corner model for electronic invoicing, the Ministry has unveiled the accreditation requirements for service providers, marking a crucial step in the development of the e-invoicing framework.
The Role of Accredited Service Providers
Under the 5-corner model, accredited service providers will play a central role in the e-invoicing process. These providers will be responsible for:
- Validating invoice data.
- Exchanging invoices between businesses.
- Reporting the invoice data to the UAE Tax Authority.
Only service providers who meet the accreditation criteria will be allowed to participate in this process, making the accreditation a critical step for businesses engaging in the exchange of e-invoices.
Key Accreditation Requirements
The accreditation process involves a series of rigorous criteria, including:
- Pre-Approval Testing: Service providers must successfully complete pre-approval testing, including production trial runs, pre-approval certification, and tax data reporting testing.
- Peppol Certification: Service providers must be Peppol-certified to ensure interoperability with international invoicing systems.
- Operational Experience: Providers must have at least two years of documented experience in operating as a service provider.
- Insurance Requirements: Service providers must meet the insurance requirements set by UAE regulations.
- ISO Certifications: Providers are required to hold ISO/IEC 27001 (information security) and ISO 22301 (business continuity) certifications to ensure secure and reliable invoicing operations.
