Eswatini Seeks Digital Fiscal Solutions to Modernize Tax Compliance

On March 27, 2025, Eswatini's Public Procurement Regulatory Agency (ESPPRA) released a Request for Proposal (RFP) aimed at acquiring comprehensive fiscalization technologies for the Eswatini Revenue Service (ERS). Prospective vendors have until May 16, 2025, to submit their proposals.

The scope of the RFP includes a comprehensive suite of digital tools intended to modernize and streamline fiscal operations. At the heart of the initiative is an electronic invoicing system designed to enable automated invoice creation, transmission, validation, and real-time reporting to the Eswatini Revenue Service (ERS).

Key Components of the Proposed Solution

The RFP outlines several critical technology elements designed to streamline fiscal operations:

  • Automated E-Invoicing System: A platform to facilitate the electronic generation, transmission, and real-time validation of invoices, ensuring seamless reporting between taxpayers and the ERS.
  • Point-of-Sale (POS) Fiscal Devices: Hardware capable of generating and storing digital receipts at the point of sale, with integration into the ERS infrastructure to enable real-time transaction reporting.
  • Digital Ecosystem Integration: Solutions featuring API connectivity, mobile applications, and automated tools for calculating and remitting Value Added Tax (VAT), thus facilitating regulatory compliance.
  • Deployment of blockchain technology: To ensure the integrity and authenticity of transaction records.

By adopting these technologies, Eswatini aims to enhance the efficiency, transparency, and reliability of its fiscal processes. The announcement of the chosen service provider is estimated for mid-June 2025.
